Civil Rights Act of 1866 and Jones v. Mayer
The Civil Rights Act of 1866 gives all citizens the same right as white citizens to inherit, buy, sell, lease and hold property. It covers race only (courts include ancestry and ethnic characteristics) and has no exemptions at all. For a century it was thought to reach only government action, until Jones v. Alfred H. Mayer Co. (1968), in which the U.S. Supreme Court held that it bars all racial discrimination in property, private as well as public. A victim may sue directly in federal court.
