The Four Government Powers (PETE)

Despite private ownership, government retains four powers over real property, remembered as PETE: POLICE POWER (regulate use for public health, safety, welfare), EMINENT DOMAIN (take property for public use with just compensation), TAXATION (levy property taxes), and ESCHEAT (take property when owner dies without heirs).
