Appraisal Regulation

After the savings and loan crisis, FIRREA (1989) began requiring state-licensed or state-certified appraisers for federally related transactions above federal thresholds. The Appraisal Foundation's Appraisal Standards Board writes USPAP and its Appraiser Qualifications Board sets minimum education and experience. In Florida, the Florida Real Estate Appraisal Board (FREAB) regulates appraisers under Part II of Chapter 475. Real estate licensees may prepare comparative market analyses and broker price opinions (a BPO must be done under the broker's direction and paid to the broker), but may not call either one an appraisal.
