Civil Rights Act of 1866
The Civil Rights Act of 1866 prohibits ALL discrimination based on race or color in the sale or rental of property. It has NO exemptions. It was upheld by the Supreme Court in Jones v. Alfred H. Mayer Co. (1968). Because it predates the Fair Housing Act, it applies even in situations where the Fair Housing Act exemptions apply.
